What is an Emergency Services District?

At Uvalde County Emergency Services District 2, our mission is clear: to safeguard lives, protect property, and promote resilience in the face of adversity. With a team of highly trained professionals and state-of-the-art resources, we stand ready to address a wide range of emergencies, from medical crises to natural disasters and everything in between.

An Emergency Services District (ESD) is a local government organization established by the residents of an area to finance fire protection, emergency medical services, or both. Texas currently has over 300 ESDs in operation, with new ones being added regularly during scheduled elections. The legal framework governing ESDs is outlined in Chapter 775 of the Texas Health and Safety Code. ESD's generate revenue through property taxes based on assessments of both real estate and personal belongings, and typically enter into agreements with service providers such as the Concan Volunteer Fire Department. ESDs are categorized into two main types: those focused on fire protection and those dedicated to emergency medical services (EMS).
